Converting from PDF to anything is pretty messy. Do you have the manuscript in another format? As has been mentioned, Open Office is free and can do the job if you have the manuscript in.doc,.docx,.rtf or.txt format. If you only have the PDF, you will need to convert it back to an editable text format, clean it up (there WILL be errors), and then submit that to KDP for conversion to Kindle format. Edit: you will also need to follow the instructions at KDP for formatting for ebook, not the CreateSpace guidelines for formatting a print book.
